Calais, borderline of hypocrisis

Calais is a small village on the Northern West coast of France, 22miles away from United Kingdom.
What it makes it so important and popular by many European Countries and especially outsiders, is its local geographical position. It is the borderline of what European Institutions have called Schengen Area, an area created through agreements by the heads of governments joining the European Union. It is a fundamental criteria of belonging to European Union.
Its aim is still of creating an area where capital, goods and people could circulated freely.
United Kingdom even if in many agreements between Member States opts in; it is still far to opt in for Schengen.
Freedom of movement for people has become more and more known as freedom for LEGAL people on the territory (for people residing LEGALLY in one of the territory of the Member States).
The increasing of the culture of SECURITY (or insecurity as Didier Bigo would say) has been strictly related to the enlargement of the Schengen area.
New Member States have joined the European Union. Many of the Schengen aquis have been adopted but still the feeling of control and order by the older Member States has been even stronger.
This has brought to higher controls of identity, new documents and new administrative and burocratic procedures always more and more complicated.
Last agreements of July 2009 between Uk Prime Minister Gordon Brown and French President Sarkozy, have given more £15 million to pay for new technology as part of a hi-tech pilot in Calais A single control point in France will be created with the joined cooperation between Uk Border Agency and PAF (Police et Frontier). Everything is made in order to re- allocate IRREGULAR migrants and protect French and British citizens.
Three months later, those procedures have been shown almost useless and inefficient at the Channel border.
Why? All those measures are not focused in preventing the arrival and the TRAFFICKING of the people, BUT are there just to stop people to cross the border.
Why? Every kind of cooperation, investments between governments WOULD never prevent in stopping SMUGGLERS and the MAFIA network behind the mass movement to England.
4 years after the closing down of Sangatte, other dozens of little temporary camps were created long side the harbour and close to the channel. Humanitarian associations have covered an active rule in its creation, and smugglers as well.
In the summer 2009, Eric Besson has announced the IMMEDIATE dismantling of the biggest camp where Afghanis people settled. Since its creation, it has been known as the jungle, because of its physical aspects and because of the NO LAW and NO RIGHTS territory within its indefinite borders.
Afghanistan is a very big country. It has a very rich and traumatic history. Its culture is extremely divided. Two languages are spoken at most: Dari in the North (with other minorities) and Pashtu in the South.
The Southern part is the one that most is suffering of wars and famine most of them provoked by Western powerful Countries.
It is not surprising then that in the JUNGLE, the majority of people were Pashtu speakers. But they were not brought there by Pashtu people but other nationality as Kurdish that are making great business with EU governments and police authority especially.
Many of them know exactly why they are there and not in another European Country and why they don’t want to remain in one of the European Union Countries. They want to pass on the other side, and get to United Kingdom. They have the illusion that there their hearing as asylum seekers will be listened and the refugee status will change their life. Some of them are already refugees in other EU Member States. Why are there then? Their papers don’t count anything if they are not allowed to have a job and a house and financial resources as declared in the Directive 83/2004 (dignity leaving conditions).
Other camps have seen minorities leaving in Afghanistan as minorities, such as Hazaras. It has been one of the first camp evacuated under police threatens. The ultimatum given by the police has been clear 24 hours to leave the place. The day before the destruction of the jungle, only two people were left in the Hazaras place. Both were planning to reach Paris the following day, with any specific place to stay yet.
Minorities coming from the same country still maintain their status abroad. In the jungle the distinction is quite clear. Also smugglers know the different etnies but sometimes they also are victims of the same game.
Not only Afghanis and smugglers but also police abused of that place to impose LAW and ORDER gassing at least once a week in all the tends and provoking the people inside with violent attacks.
After the dismantling of the jungle, another game is started for them: hunting the migrant.
The morning of 22nd September, more than 60 vans of CRS and buses came, entering from the border sides of the camp standing right before activists and migrants. The owner of the parking side agreed in let the police in and parking there their van for the day.
The cleaning has started from the activists and the journalists that were all around making pictures and showing the world the real human dignity of France, Terre d’asile. Some riots have been taken place, few people have tried to obstacolate the CRS, and others have tried to be deported with the migrants but not successfully. As discovered even the police did not know what to do and where to bring them, so that finally all the migrants have been taken behind the jungle, where buses were waiting for them, and all the civil persons on the other side, closed by all the parts as considered DANGEROUS and anarchists (improperly in such a ways) from the local medias.
Some comments regarding the human dignity used by Besson’s police forces have been very positive. Uk government and French authorities have been very happy and DELIGHTED by the destruction of the camp.
Many Afghanis too.
The jungle has been created as temporary step before getting to England.
The jungle has been there because of the inefficiency of the French and EU’s governments in taking care of asylum seekers. Many people there did not want to live there in such conditions but neither to go back to countries like Greece where the situations are EVEN much more terrible.
Patras is an unfortunate example for that.
The people who stayed there the morning of the dismantling were most of all minors, and smugglers did not want to take them as their ability in getting to UK and get a job to pay them back is more difficult. Also asylum seekers were there. They hope that their process will succeed in France.
The others, refugees, economic migrants, migrants, human beings, were already left and hidden in new jungles that have been springing all around.
What has been shocking is the lack of attention to the real critical question: is the Common European Policy for Immigration and Asylum having a future?
At the present, the reality shows that the Member States still play in giving the ball to the others.
Uk, is not a Member State. But it has opted in for Dublin Convention. It means that according to the Eurodac system and the Dublin Convention, the asylum seeker has to go back to the first country where the fingerprints have been taken. It has been created for BURDEN SHARING.
Personally, neither UNHCR thinks that it works in places like Pagani retention centre in Greece where people are handling all day long outside the jail to breath some air at 40 degrees.
But for Uk it has to be respected. They won’t never accept migrants coming from the official way, from an EU Country where migrants could have been asked asylum first.
France has tried to pass the ball to Uk, letting pass many migrants to the other side of the channel the days before the destruction. It should have been very expensive that passage to the smugglers.
But, the cooperation between State and PARA-governmental organization as Mafias is such an old statement.
Today, the Commission claims that till the approval of the Lisbon Treaty, a Common policy cannot be created. I personally believe that even with the Lisbon Treaty on the table of each Member State, each head of the government won’t never renounce to their OWN sovereignty. The idea of a Common policy will be used instead to increase insecurity measures and spread the nee of being controlled and under surveillance. While this process will increase, many other migrants will try to pass the border before too late, before Uk decides to close its borders to Europe instead of open the borders as European Institutions and French government in particular hope and press for. Wars are not only outside Europe, but most of the time are much closed to us, and we just have to open the eyes, the mouth and shout loud and clear.
